The overall objective of this project was to support the Croatian Ministry of Justice and Ministry of Interior in the reform efforts for a modern administrative jurisdiction through the establishment of first instance administrative tribunals under the Administrative Court and of an administrative procedure which meets modern European Standards.
In cooperation with judges of the Croatian, German and Austrian Administrative Courts respectively administrative tribunals proposals have been elaborated to increase the capacity and organizational procedures in the administrative jurisdiction in the medium term, so that quick and efficient judicial relief could be provided. This aimed at a better implementation of administrative law and at improved enforcement of decisions of the Administrative Court. Furthermore, a new Law on Administrative Dispute has been drafted within the framework of the project.
Through a functional review of the Court and drawing up recommendations for improvement as well as a management strategy, the improvement of operations at the Administrative Court and the strengthening of internal capacities could be achieved.
The project further contributed to the professional training of judges and advisors through the organisation of training seminars. Additionally, trainings for the introduction of an improved electronic and manual case management system have been held.
