EU Support for Rule of Law in North Macedonia: Publication of the twelfth Quarterly Report

New E-Learning strengthens Human Rights Competence in Public Administration in North Macedonia.

The past few months of the EU project “EU Support for Rule of Law in North Macedonia” have not only been marked by successful efforts to raise awareness of gender-based discrimination and regulated lobbying, but also by concrete measures being taken to promote human rights and advance an efficient, citizen-oriented public administration where human rights principles are a part of institutional culture as well as everyday work.

A central step was the development of a new e-learning tool, with the aim of building the knowledge and capacities of public administration employees to apply a human rights-based approach in daily practices. The goal is to promote collaboration and contribute to professional, transparent institutions that serve citizens while respecting human rights.

According to Macedonian Minister of Public Administration Goran Minchev, trust in institutions is a fundamental part of a functioning public administration. This trust can only be built on the basis of fair and equal treatment of citizens. The new platform, which will be integrated into the ministry’s learning management system, supports this goal with interactive and practical content.

The official launch of the e-learning platform marked an important milestone in the collaboration to promote human rights education and expanding professional development opportunities for civil servants. Representatives from the Ministry of Public Administration, the European Union, and the EU project attended the platform’s launch. Katrin Wladasch and Barbara Liegl from the Ludwig Boltzmann Institute of Fundamental and Human Rights were involved in the development of the platform, with their expertise making a significant contribution to the design of the content and the human rights-based approach.

The e-learning tool is a concrete step towards more accountable, trusted and human rights-compliant public services.
