EU Support for Rule of Law in North Macedonia: Publication of the Fifth Quarterly Report

The quarterly report provides insights into the project’s achievements, particularly in combating organized crime and protecting human rights.

Between August and November 2024, the project “EU Support for Rule of Law” in North Macedonia, supported and funded by the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR), reached significant milestones.

In the area of fight against organized crime, North Macedonia introduced a new national strategy for the first time in 30 years, with a strong focus on tackling cybercrime. Croatian experts contributed their knowledge and perspectives to the project. The key objectives of the strategy include establishing an effective criminal justice framework, enhancing situational awareness, and building capabilities for early detection, prevention, and rapid response to cybercrime.

Another focus was a training program for probation officers in North Macedonia. This initiative aimed at strengthening team cohesion and institutional collaboration within the probation service and among stakeholders involved in the professional development and onboarding of new staff. Experienced colleagues from the Croatian probation service shared valuable insights into effective feedback methods, goal-oriented work practices, and fostering empathy within teams. Their expertise enhanced participants’ skills in these core areas, improving collaboration and workplace dynamics.

A particular highlight of the project period was the completion of a training-of-trainers program on anti-discrimination and equality. A total of 18 trainers from three key institutions – the Commission for Prevention and Protection against Discrimination, the Ombudsman’s Office, and the Ministry of Social Policy, Demography, and Youth – participated in the program. The training covered legal foundations as well as reflective approaches to addressing biases and personal attitudes.
