Integrating Human Rights Based Approach in Policy-Making and Budgeting
New handbook published as part of the project „EU Support for Rule of Law“ in North Macedonia.
How can human rights standards be systematically integrated into political decision-making and public budgeting? This question lies at the heart of current debates on the rule of law, good governance and effective public administration—not only in reform contexts, but across Europe.
Developed within the framework of the project EU Support for Rule of Law in North Macedonia, the handbook Integrating the Human Rights-Based Approach in Policy-Making and Budgeting was authored by Tatjana Vlašić and Natasha Boshkova. It is addressed to decision-makers in public administration and policy-making and provides practical guidance and concrete tools for implementing a human rights-based approach in policy development and budgetary processes.
The handbook was created in close cooperation with public institutions in North Macedonia and aims to sustainably strengthen transparency, accountability, equality and participation. The approaches and methods presented are applicable beyond the immediate project context and offer valuable insights for rights-based public administration practices more broadly.
