Supporting Justice Reform in the Kyrgyz Republic: Publication of the Project Brochure
The new Just4All project brochure highlights collaborative efforts in justice reform.
The project “Supporting Justice Reform in the Kyrgyz Republic”, spanning from 2022 to 2025, promotes probation and integrated justice information management in the Kyrgyz Republic. The recently published project brochure, a joint effort by the United Nations Office on Drugs and Crime (UNODC) and the Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR) and co-funded by the European Union, provides exciting insights into the project.
With a focus on probation services and digital information management, the brochure outlines key achievements of the project up to the end of 2024, such as the development of a risk and needs assessment methodology, capacity-building initiatives for justice professionals, refurbishment and infrastructural support. The document also presents the plans and main areas of focus for the final year of project implementation.
The achievements of the LBI-GMR-led component, focusing on digitalization of criminal justice (pre-trial and post-trial), are also covered accordingly. These include, but are not limited to:
- the modernization of the Unified Register of Crimes and the Unified Register of Offences, which are used by more than 20.000 officers across multiple state agencies
- the development of several automated information systems (AIS) within the Ministry of Justice (AIS Forensic, Situation Center, Penitentiary)
- the development of the interagency e-learning platform for law-enforcement personnel, Register of Restraining Orders and Register of Tangible Evidence
The aim of the digitalization-focused component is to strengthen human rights safeguards, the adherence to due process and the collection of real-time accurate statistical data on offenders, victims and different types of crimes and offenses.
