Successful completion of the Twinning project “Strengthening the capacity of the Interministerial Delegation for Human Rights” in Morocco
The formal closing event in Rabat on 8 September 2017 acknowledged a 28-month cooperation with the Moroccan Interministerial Delegation for Human Rights (Délégation Interministérielle aux Droits de l’Homme, DIDH).
On this occassion, BIM Project Leader Patricia Hladschik underlined the positive experience of working with DIDH in the first Twinning engagement of the BIM in Morocco and the challenge of dealing with and refining daily work in addition to a profound reflection on work processes: DIDH became a Ministry of State for Human Rights during the project lifetime and the measures to strengthen institutional capacity have been used optimally. Ms Hladschik emphasized that the project outcomes developed in an intensive dialogue with Moroccan partners are the most sustainable, as the dialogue at eye level and mutual learning are fundamental elements of the Twinning philosophy, which fully corresponds to the human rights based approach of the BIM.
The BIM worked with its team of French-speaking experts on, inter alia, the topics of torture prevention, strategy development for institutional training, development of a holistic approach to monitoring recommendations of the UN human rights mechanisms and rights of persons deprived of liberty. With trainings, handbooks and discussion sessions, the BIM made an important contribution to the success of the project. A study visit by a high-ranking Moroccan delegation to Vienna gave a direct insight into the Austrian system in the area of “Coordination and Mainstreaming of Human Rights in Public Institutions”.
The Twinning project has developed a total of six DIDH human rights practice manuals and has delivered 13 training courses to more than 180 government and national human rights protection and advocacy officials.
The main objectives of consolidating the promotion of human rights in Morocco through capacity-building, support for the integration of the human rights approach in public policies and the harmonization of national legislation with the provisions of the international conventions ratified by Morocco and the development of an integrated system for monitoring the implementation of the recommendations the UN mechanisms have been achieved. The project was implemented under the guidance of Spain (FIIAPP) with Austria (BIM) and France (Agency Expertise France) as consortium partners.
