TURKEY: Towards an effective and professional Justice Academy (Twinning)

The project aimed at ensuring the proper functioning, effectiveness and efficiency of the judiciary in line with the EU standards. The project purpose was to contribute to the Academy becoming a strong and independent training provider for the entire judiciary by attaining a high degree of professionalism.

One component of the project dealt with the strengthening of the institutional capacity of the Justice Academy of Turkey through – inter alia – law assessments and recommendations for amendments, the establishment of an impact assessment unit and the improvement of public relation service. The Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR) contributed with its expertise on human rights libraries and documentation to the strengthening of the Justice Academy’s documentation unit.

The other component worked on the improvement of the academic capacity of the Justice Academy of Turkey with the revision of trainings strategies, the design of new trainings curricula and the establishment of a human rights unit. The LBI-GMR was involved in the design of a training manual on human rights, the preparation of a reader on European Court of Human Rights (EctHR) judgments relevant for the Turkish judiciary as well as a pilot training on human rights.

The German Foundation for International Legal Cooperation (IRZ) implemented this project as leading institution together with the Turkish partners in a consortium with the Office of the National Council of Justice of Hungary and with the Ludwig Boltzmann Institute of Fundamental and Human Rights as supporting partner.
