Third Country Programmes

Complementary to its Twinning projects, the LBI-GMR also makes use of other instruments of external assistance in order to contribute to the promotion and protection of human rights in the European Neighbourhood. The LBI-GMR’s activities in this area are carried out either under Technical Assistance (TA) projects or through direct grants for action, mostly funded by the European Commission. However, the Institute is also seeking funding through the bilateral development assistance mechanisms of EU Member States such as the Danish Government’s international development cooperation (DANIDA). Within the framework of EC financial support, LBI-GMR has been receiving funds through the following instruments:

  • the European Neighbourhood and Partnership Instrument (ENPI),
  • the European Instrument for Democracy and Human Rights (EIDHR) and
  • the Instrument for Stability (IfS).

Technical Assistance (TA) projects are tendered for the purchase of services in various fields of EC external aid. Thus, experts are dispatched to beneficiary countries to render services within projects that are based on detailed Terms of Reference developed by the Contracting Authority for specific sectors of assistance. In the area of Technical Assistance, the BIM cooperates with specialised consultancy organisations to provide its short-term expertise to projects in the fields of human rights, good governance and rule-of-law.

Grants for action are direct financial donations to projects that contribute to the development policy aims of donors. Grants are directly awarded to the organisations carrying out these projects. The BIM is a grant recipient both as a direct applicant and as a partner of other organisations applying for grants and is active in projects covering human rights protection, civil society support and peace-building.

The European Neighbourhood Instrument (ENI) (before 2014 the European Neighbourhood and Partnership Instrument (ENPI)) is the main geographical funding instrument of the European Commission for 17 partner countries at the eastern and southern borders of the European Union: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine as well as Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestinian Territories, Syria and Tunisia. ENI is the financial instrument that supports the European Neighbourhood Policy’s main purpose: to create an area of shared values, stability and prosperity, enhanced co-operation and deeper economic and regional integration by covering a wide range of co-operation areas.

The European Instrument for Democracy and Human Rights (EIDHR) is the EU’s thematic financial instrument contributing to the development of democracy, the rule of law, respect for human rights and fundamental freedoms worldwide.

The Instrument for Stability (IfS) was the EU’s thematic financial instrument contributing to stability in countries in crisis from 2007-2013. The IfS aimed to provide an effective response to help preserve, establish or re-establish the conditions essential to the proper implementation of the EU’s development and co-operation policies in third countries. With the new budgetary period 2014-2020, it was succeeded by the Instrument contributing to Stability and Peace.
