In the book, the author addresses the question of how the rights of refugees can be upheld in situations of migration control on the high seas.

This question is answered from an interdisciplinary perspective by addressing the following issues:

• theoretical concepts that need to be reconsidered in order to strengthen the effectiveness of international law in situations such as “the border” and “sovereignty”
• the development, forms and rationales of migration control on the high seas
• legal measures to ensure the protection of human rights in these cases, especially with regard to the “non-refoulement” principle
