This is the first publication of the proceedings and results of a legal expert seminar in the framework of the EU-China Human Rights Dialogue. Although this dialogue usually takes place behind closed doors, the publication of the proceedings was mutually agreed upon by the Chinese and European experts and governemental representatives.
