The handbook “Bekämpfung von Hate Speech im Internet durch Menschenrechtsbildung” was created as part of the Council of Europe’s No Hate Speech youth campaign and is addressed to teachers who want to approach the topic of online hate speech from a human rights perspective. It is based on the firm conviction that the online space is a public space and therefore all the principles of a democratic society can and should also apply online. Zentrum polis has coordinated the translation of the handbook into German. Together with the European Wergeland Centre, training sessions and presentations on the No Hate Speech campaign and the handbook were held, for example as part of the Civic Education Action Days in 2016 and 2017. The statistics from the year of publication show that there is a great demand for such a handbook. In 2016, Bookmarks was the most frequently accessed teaching material on the Zentrum polis website. An expanded and updated edition was published in 2017. Bookmarks brings together teaching suggestions that were developed for young people aged 13 to 18, but can also be adapted for other age groups. Core of Bookmarks are 24 concrete learning activities that guide people to engage with online interactions from different perspectives, develop a critical understanding of the opportunities and risks, become active online themselves and learn about ways to advocate for a better and safer Internet online.

The handbook also contains an appendix with relevant human rights documents and extensive background information on the following topics:
