Ex-post evaluation of the Ilisu Dam project on behalf of the Austrian Austrian Export Credit Agency
About the Project
The Austrian Export Credit Agency (OeKB) assigned the Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR) with the evaluation of the human rights’ dimension of the Ilisu Dam project in Turkey. The project was implemented in cooperation with the OeKB department responsible for the project, which provided relevant documents and background information.
During the first project phase a human rights matrix was developed to map out OeKB´s human rights responsibilities within the dam project. In the second phase, the LBI-GMR undertook a Human Rights Country Risk Assessment on Turkey in order to highlight the project´s specific human rights related company risks. The concluding recommendations will support the OeKB to optimise their Corporate Social Responsibility in the field of human rights. The study was equally a reference for the decision-making process of the OeKB in view of their further involvement in the Ilisu project. OeKB finally withdrew its financial support.
