PUBLICATION: Manual to strengthen the fight against trafficking in human beings

In 2014 the United Nations declared July 30th to be the World Day against Trafficking in Persons. Since then, this day has been an occasion to promote and strengthen actions and projects that raise awareness for the victims of human trafficking and against exploitation. We therefore want to pay particular attention to the Twinning project implemented in Serbia.

A manual was recently published as part of this Twinning project, which supports the fight against human trafficking. The manual is intended to be of assistance to those who work with victims of human trafficking. It provides them with the basics they need to know in order to recognize human trafficking in time and to react appropriately in contact with those affected. The manual refers to the most common forms of human trafficking, as well as the current situation in Serbia and examples of good practice from the European Union.

The seven chapters are organized in the following way. They can be treated individually or in combination for various training purposes.

1. Definition of trafficking in human beings in the Serbian law

2. Trafficking for sexual exploitation

3. Trafficking in human beings and labour exploitation

4. Trafficking for forced begging

5. Human trafficking and pornography

6. Guidelines for police work

7. Human trafficking and victim protection

The manual was published as part of the Twinning project in Serbia, which was implemented from September 2018 to January 2021. The aim of the project was to improve the detection and prevention of human trafficking and the protection of those affected by human trafficking. The Twinning partnership consisted of the Austrian Federal Ministry of the Interior in cooperation with the Agency for European Integration and Economic Development (AEI), the Slovenian as well as the Serbian Ministry of Interior. The LBI-GMR with its human rights and human trafficking expertise and the Austrian victim protection organization LEFÖ-IBF participated in the implementation of the project. The above-mentioned manual was co-developed by LBI-GMR expert Georgina Vaz Cabral and other experts from the project consortium.
