The government has proposed major changes in the constitutional distribution of competencies between the federal government and the Länder (see Draft Constitutional Law), including in the area of child protection services. The Boltzmann Institute of Human Rights has issued a legal Statement on the draft legislation, which explains why the proposed loss of competence on child protection at the federal level violates international and national child rights and procedural standards.
