Project start “Advancing Integrated Criminal Justice Information Management in the Kyrgyz Republic”

Since December 2022, the Ludwig Boltzmann Institute of Fundamental and Human Rights has been implementing a new project to support the Kyrgyz government in the field of the criminal justice system.

Following the successful implementation of the project “Rule of Law Programme in the Kyrgyz Republic – 2nd Phase (ROLPRO 2)”, a new project has been launched in December 2022 to further support the Kyrgyz Republic.

The project “KYRGYZSTAN: Advancing Integrated Criminal Justice Information Management in the Kyrgyz Republic” aims to support the Kyrgyz Republic in further improving the criminal justice system.

This is to be achieved by electronically documenting every procedural step of the criminal justice process. The Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR) will contribute its expertise to ensure that the development of this system complies with human rights and gender-specific standards as well as data protection regulations. The LBI-GMR project is a sub-project of the Delegation Agreement of the European Union and the United Nations Office on Drugs and Crime “Support to Justice Sector Reform in the Kyrgyz Republic: Advancing Probation and Integrated Justice Information Management (JUST4ALL)”, which started in January 2022.  It will be implemented under the leadership of the United Nations Office on Drugs and Crime by the LBI-GMR’s “Rule of Law and Public Sector Reform” until  December 2025.

On February 28, 2023, JUST4ALL Project Steering Committee Meeting took place in Bishkek, where project partners, as well as state counterparts gathered to share experience, discuss the achieved results and decide on the way forward. LBI-GMR long-term international expert Dmitry Nurumov presented the priorities for the upcoming year and highlighted the aim of achieving integration of various information management systems in the criminal justice sector. He also emphasized that LBI-GMR is committed to continuing its fruitful cooperation with the General Prosecutor’s Office, which is responsible for digitization, but will as well strengthen cooperation with the Ministry of Justice within the project. The list of counterparts will also include, but will not be limited to, the Ministry of Internal Affairs of the Kyrgyz Republic and the Supreme Court.

“Support to Justice Sector Reform in the Kyrgyz Republic: Advancing Probation and Integrated Justice Information Management (JUST4ALL)” is a four-year project co-funded by European Union and UNODC, and implemented by the United Nations Office on Drugs and Crime (UNODC). It promotes humanization of the criminal justice system in the Kyrgyz Republic and is geared towards scaling up the country’s capacity to implement its criminal justice reforms in line with international standards and norms as well as best European practices. The project is divided into two main components addressing two areas of criminal justice reform: probation and criminal justice information management. The Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR) is an implementing partner who oversees the second component of the project.
